We are looking for a candidate to fill the following Program Manager (PM) position for the Department of Homeland Security, supporting a current effort.
The Program Manager will serve as the lead and is responsible for the overall direction and management of all activities, ensuring execution is within defined performance, cost, and schedule parameters. The PM shall have in-depth knowledge/expertise in executing the lifecycle process, and will interface directly with leadership.
The Program Manager serves as the lead for contract execution and is responsible for the providing direction and management of all activities, ensuring execution is within defined performance, cost, and schedule parameters. The Program Manager shall have in-depth knowledge/expertise in executing the DHS Systems Engineering Lifecycle (SELC) or equivalent lifecycle process. The Program Manager shall knowledgeable on all contract activities and interface directly with the OBIM leadership. The minimal qualifications are over 15 years relevant specialized experience in information technology sector preferable with large scale information technology and database systems; with a minimum of 8 years in a leadership/ management position.
Active PMP certification.
At a minimum, possess a Bachelor’s degree in Computer Science, Information Technology Management or Engineering, or other comparable degree or experience.
A minimum of six (6) years’ experience in managing Agile development projects with scrum teams.
Possess a minimum of two (2) years of DevSecOps management.
Candidate must have excellent writing skills, the ability to explain technology clearly fora non-technical audience, and to synthesize information together from a variety of sources.
Candidate must have excellent verbal communication and organizational skills.
Candidate must be able to work well with others.
Project Management Tools: Agile, Scrum, Kanban, scaled agile, Jira, Confluence, DevSecOps.
CI/CD: Jenkins, Docker, Distributed Source Control, OpenShift, Infrastructure as code.
Environments: Understanding of the AWS and Azure landscape. AWS certification is a plus.
Testing: Familiarity with testing methodologies such as TDD, BDD and Unit Testing.
