Provide senior experience and expertise in business analysis on government programs and contracts. Experience should be extensive technical management in the federal, finance or regulatory industries.
Expertise shall include enterprise data management programs, infrastructure and cloud architecture, and cloud technology roadmaps.
Document, identify, and consult on business needs with a focus on enhancements to existing systems and development on new systems. Continual customer interaction and the ability to work under pressure is essential to this position.
Defines and documents customer business functions and processes
Consults with management and personnel to identify, define and document business needs and objectives, current operational procedures, problems, input and output requirements, and levels of systems access
Lead requirements analysis, validation and verification, ensuring that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable
Excels at interpreting business and function requirements and clearly communicating requirements to development teams
Analyzes the feasibility of, and develops requirements for, new systems and enhancements to existing systems; ensures the system design fits the needs of the users
Tracks and fully documents changes for functional and business specifications
Strong understanding of the full lifecycle (SDLC) with Agile/Scrum experience
Strong testing skills
Apply common best practices to assess and document business and system requirements, create conceptual business models and to identify relevant issues and considerations in selecting business or technical solutions.
Assess the operational and functional baseline of an organization and its organizational components, and help to define the direction and strategy for an engagement while ensuring the organizational needs are being addressed. Identify process and information technology inadequacies and/or deficiencies that affect the functional area’s ability to support/meet organizational goals.
Create and maintain requirement traceability Matrix and documentation. Generate functional area strategies for enhanced IT operations in a cross-functional area mode throughout the organization. Participate in strategy sessions, strategic assessments and design reviews to validate enterprise approach and associated work products.
Bachelor’s Degree in Business Administration, Program Management, Program Administration, Computer Science, Engineering, Mathematics, Business, or comparable field. Master’s or Advanced Degree preferred.
Experience shall include 12+ years in related fields, 8 as a BA.
CBAP Certification or equivilent highly preferred.
