    VariQ has an exciting opportunity for a highly qualified Program Manager to support the Bureau within the Treasury Department.


    Additional Information:

    Role: As the Program Manager (PM) for this engagement, the successful candidate will oversee a team of approximately 15-17 personnel as they deliver IT support services to our client. The majority of the work will be done in the Metropolitan DC area at the client’s location, but key services will also be delivered at the client’s field offices. 

    Your team will be providing support in these task areas:

    1. Infrastructure and Customer Service
    2. Software Development and Maintenance/Software Quality Assurance,
    3. Data Management and Architecture/IT Strategic Planning,
    4. Acquisitions and Budgeting, and
    5. Information Security

    As our PM, you will perform general program management functions, such as program oversight using PMBOK standards and framework, as tailored by our client.  You will provide management, direction, administration, quality assurance, and leadership for the execution of this program.  For this engagement, these include numerous creation and/or review of status reports, resource management, financial management (budgets and invoicing), scheduling through an integrated master schedule, deliverable management (including tracking, status, and budget), and addressing ad hoc requests, as presented by our client.

    The successful candidate will:

    • Be responsible for managing all aspects of this engagement, be the COR’s point of contact, and attend the required monthly and weekly meetings.
    • Develop and deliver briefings, status reports, Program Management Plans, etc. both in written and oral form.
    • Follow project management best practices and perform project management activities for each task, including the following as needed: task management, scope management, time management, cost management, quality management, resources management, communications management, risk management, and transition Prepare and manage an integrated master schedule, with per-project schedule s of all task and sub-task areas, dependencies, and resource names
    • Proactively track and follow up on deliverables and sub-tasks for each task.
    • Create, maintain and administer a quality control program to ensure services are performed in accordance with the contract and VariQ’s quality program. This will including creating, maintaining, and following a Quality Control Plan (QCP) that, at a minimum, explains how you and your team are going to self-evaluate, monitor, control and correct processes and procedures as it relates to this engagement.  You will be required to consider efficiency, effectiveness, timeliness, security and client service in the QCP. Your QCP will focus on improving performance, monitoring, metrics and corrective actions needed to improve overall performance.
    • Support and coach the more junior team members, perform quality reviews and oversight as needed, and help ensure that the team provides deliverables of impeccable quality. Never settle for “good enough,” and foster a culture in others to do the same.


    Important: A key metric of success will be your ability to provide oversight, thought leadership and help drive innovative ideas in the following areas:

    • Modernizing and securing the bureau’s technology and information resources
    • Improving customer value by increasing the quality and lowering the cost of the bureau’s IT Products and Services
    • Designing user-friendly tools and programs to improve customer service, lower barriers to voluntary compliance, and deliver trusted services
    • Managing a growing number of highly complex, technical tools with limited staff to run and maintain them.
    • Managing and ensuring knowledge transfer with staff turnover.
    • Measuring and reporting on the technical return on investment across a large number and wide variety of infrastructure, security, and software development tools to leadership.
    • Management of threats to the security of IT systems.
    • Keeping pace with sophisticated attackers and the tactics, techniques, and procedures that they use.
    • Technology, architecture, and ideas in mitigating today’s advanced cyber-attacks and threats.
    • Mitigating internal and external cyber risk to the enterprise
    • Managing and improving virtualized environments.
    • Supporting customers that utilize Skype and manage a remote workforce.


    • Extensive technical management experience in the federal or commercial space.
    • Experience leading programs that successfully utilized agile frameworks and methodologies (such as Scrum or DevOps).
    • Experience managing virtualized environments.
    • Experience supporting customers that utilize Skype and manage a remote workforce.
    • Experience organizing, directing, and managing all aspects of program support functions for large scale, complex programs that involve multiple complex and inter-related projects.
    • Extensive experience with Middleware and COTS package deployments
    • Experienced in managing Application Integration Services and implementation of projects on Middleware Platforms.
    • Experienced in program level reporting and change control process documentation.
    • Experience managing programs of more than 15 FTE with over a $4M annual budget
    • Demonstrated ability to effectively:
      • set and maintain overall direction for a program or project;
      • control overall scope, budget, and schedule for complex programs and projects;
      • communicate with clients, including senior leadership, regarding project status, issues and risks;
      • resolve project/program related issues.


    Minimum Requirements: 10 years of experience. The ideal candidate will have experience in the following 5 areas:


    1. Infrastructure and Customer Service
    2. Software Development and Maintenance/Software Quality Assurance,
    3. Data Management and Architecture/IT Strategic Planning,
    4. Acquisitions and Budgeting, and
    5. Information Security


    Education: Bachelor’s Degree in Business Administration, Program Management, Program Administration, Computer Science, Engineering, Mathematics, Business, or comparable field.  Master’s or Advanced Degree preferred.



    Active PMP certification from the Program Management Institute

    Any of the following is an added plus:

    Certified Information Systems Security Professional (CISSP)

    Certified Computer Examiner (CCE)

    Certified Computer Forensic Examiner (CCFE)



    Preferred Qualifications:

    • Experience working with U.S. Department of Treasury bureaus.
    • 10-15 years of Program Management experience on contracts of similar in size, scope, and complexity.
